Project Description: The Development Bank of South Africa is supporting and assisting the Government to eradicate education infrastructure backlogs in South Africa through the establishment of new schools to replace schools with inappropriate facilities and structures in various provinces. The high-level implementation of the Asidi programme calls for the establishment of 50 new schools in Eastern Cape Province. Element Consulting Engineers is successfully undertaking 6 of these schools in the Lusikisiki region and services include Civil, Structural and Electrical Engineering as well as project management.

Project
Upgrading of Sports fields and Facilities in Knysna municipal area.
Element Consulting Engineers, George, appointed as multidisciplinary engineering consultants for the planning, design and construction phases of this project on 2 January 2013.

R11.3 million (Phase 1: R4,1 million, and Phase 2: R 7.2 million).
Construction
Phase 1: Completed in July 2014, by JV New Adventure Planthire and World Focus Construction.
Phase 2: Expected completion in July 2015, by B&V Contractors.
Site Location
The site is located in Smutsville (Sedgefield), a suburb in Knysna. The site is an existing sport facility and is serviced with access roads.
Scope of Work
The work carried out under this contract in summary entails the planning, design and construction of the upgrading of sport fields and facilities:
Phase 1: Upgrading of the existing rugby field to a standard size including earthworks, layerworks, gabions, grading and services in preparation for a synthetic surface covering. Also included is the repositioning of the perimeter precast walls, foundations and fencing.
The renovation of the existing ablution block, including the addition of a new First floor providing public toilet facilities and a club room. All the sanitary ware, wall and floor finishes and fenestration need replacement in the existing ground floor ablutions. Electrical and sewer services are included.
The provision of paved parking areas and paved sidewalks for the length of the property at street level. Two new access ramps are also included.
Phase 2: Further upgrading of the existing rugby field providing the top gravel mix drainage layer, and followed by a synthetic surface of the field. The sub layers below the gravel mix were previously done in Phase 1. New removable soccer goal cages and rugby goal posts are also to be provided.
Also included is the provision of a perimeter subsoil water drainage system, and the planting of approximately 10x milkwood tree saplings and minor areas of Kikuyu lawns. A small area in front of the ablution block is to be paved, as well as two road entrance ramps.
The electrical works will include the upgrading of the existing 160kVA pole mounted transformer to 200kVA with its associated circuit breakers and distribution kiosk. A new electrical supply cable from the distribution kiosk to the Club Room will be installed, as well as a new type of sports field high-mast floodlighting (Musco) on 15m galvanised steel masts in precast foundations.
